The Commission on 14.07.2021 issued the Consultation Paper on Determination of Threshold limit for development of Intra-State Transmission System through Tariff Based Competitive Bidding (TBCB) process. The objective of the paper was to seek comments and suggestions from various stakeholders to determine the Threshold Limit above which the transmission project shall be executed though TBCB process in terms of Standard Bidding Guidelines notified by Ministry of Power (MoP), Government of India (GoI) from time to time.
The comments on the Consultation Paper were received from following three stakeholders:
The Commission in exercise of powers conferred under Section 61 read with Section 181 of the Electricity Act, 2003, in pursuance to Clause 5.3 of the Tariff Policy, 2016 and all other provisions enabling it in this behalf and considering the comments/suggestions received on consultation paper framed the following Draft Regulations:
“Uttarakhand Electricity Regulatory Commission (Terms and Conditions for Determination of Multi Year Tariff) (First Amendment) Regulations, 2022”
These Draft Regulations along with the Explanatory Memorandum and Public Notice were placed on the website of the Commission for inviting public comments. Comments from the stakeholders were also invited through Public Notice published in the following newspapers, on the date indicated against each:

The last date for submission of comments/suggestions by the stakeholders/public was 19.04.2022. The Commission has neither received any comment/suggestion from any stakeholder nor request for extension of time for submission of comments/suggestions. As the Commission has not received any comment/suggestion on Draft Regulations, the Commission hereby issues the final “Uttarakhand Electricity Regulatory Commission (Terms and Conditions for Determination of Multi Year Tariff) (First Amendment) Regulations, 2022 without making any change in the Draft Regulations published.
